Ruben Markosyan
Project Administrative Coordinator
Dr. Ruben Markosyan – Vice-Rector on Academic Affairs at Eurasia International University (EIU) and an expert in education, social protection, employment, and public policy reforms. He served as Project Manager of the World Bank-funded “Promoting Social Inclusion and Self-Reliant Livelihood Activities in Armenia” (2019-2023), leading project coordination and implementation.
From 2009 to 2019, Dr. Markosyan was Vice-Rector for Students, Alumni, and Public Relations at Yerevan State University (YSU), overseeing student services, career development, entrepreneurship, public relations, and administrative reforms. He also holds a part-time Associate Professor position at YSU’s Public Administration Chair and EIU’s Management Chair, teaching research methodology, non-profit project management, and social protection policy while supervising bachelor and master theses on public policy and administration.
With extensive experience in education and policy reform projects funded by the EU, World Bank, USAID, Council of Europe, and ILO, Dr. Markosyan contributes to curriculum development, institutional strategy, and international cooperation in higher education.
Anna Khvorostiankina
Project Academic Coordinator
Dr. Anna Khvorostiankina – Head of the Department of Law, Political Science, and International Relations at Eurasia International University (EIU) and an Associate Professor of Law. She holds the Jean Monnet Chair in EU Legal Studies and Legal Europeanization (EuroLaw) and is the academic coordinator of the Double Degree Program in Human Rights and Security (jointly with Tuscia University, Italy).
Dr. Khvorostiankina holds a Ph.D. in Theory of Law from the Legislation Institute of the Verkhovna Rada of Ukraine (2012), as well as MAs in Law (Kyiv-Mohyla Academy, Ukraine) and European and Transnational Law (Trento University, Italy). She specializes in EU Law and EU External Relations Law and has developed an innovative course on the EU Green Deal in the External Context for students of Social and Natural Sciences.
With extensive teaching and research experience, she applies an interdisciplinary approach combining law and political science. Her expertise includes legal approximation, law-making methodology, and EU legal studies, contributing to curriculum development and international academic cooperation.
Mariam Jilavyan
Project Quality Manager
Mariam Jilavyan is the Rector’s Advisor at Eurasia International University (EIU), specializing in quality assurance, internationalization, and strategic management. Prior to this role, she was the Head of the Quality Assurance Center, where she managed the internal Quality Management System and led the external accreditation processes. Mariam is actively involved in numerous EU-funded capacity-building projects as an institutional coordinator and researcher, focusing on policy reforms, curriculum development, and higher education management. She also co-coordinated the ARMDOCT project (2020-2024), which aimed to reform doctoral education in Armenia.
Mariam holds an MA in Management and has been a visiting scholar at Jagiellonian University (Poland), funded by the Polish National Agency for Academic Exchange (NAWA) PROM program, as well as an Erasmus+ KA107 scholar at Mykolas Romeris University (Lithuania). In addition to her role at EIU, she coordinates higher education programs in AI at the Foundation for Armenian Science and Technology (FAST).
